Ministry of Solid Minerals Resources

MANDATE: Develop strategies to promote and implement sustainable management of solid minerals in tune with global best practices.

VISION: To position Kano State as a Leading hub for Mining, extraction and marketing Solid Minerals resources while ensuring environmental sustainability and community development.

Solid Minerals sector in accordance to the Kano State economic diversification policy. The establishment of the Ministry became necessary in view of the position of Kano in terms of Solid Minerals potentialities.

The State has been geologically surveyed for the occurrence or assessment of economic mineral deposits, along some selected axes covering part of at least 22 Local Government Areas. These axes have been found to have economic minerals deposits or potentials for becoming mineral deposits.  The deposits or potentials include Metallic, Precious metals, Industrial Minerals, Gemstones and Granite rock outcrops.

Indeed, the historical background of the Ministry aligned with the rich history of the City of Kano which was widely known as a very important trade post for solid mineral base agricultural tools, tie and dyeing chemicals, city walls and gates, armory and weapons, pottery etc right from pre-colonial era to present time and continued to play significant role in the economic development of Nigeria. The uniqueness of its traditional and cultural heritage of excellence coupled with its cosmopolitan disposition had helped Kano greatly to curve a niche in commercial development.

The city had and still has a location advantage as the centre of commerce and terminus of trade in Northern Nigeria, African regions especially West African subSaharan region as well as the Arab world.

Hence, the significance of the Ministry could be seen in terms of provision of policy direction for the state to harness its solid minerals potentials that has witnessed rapid transformation and now heading to be a major role player in economic diversification through value addition, wealth creation and employment generation.

2.  MANDATE OF THE MINISTRY

The Ministry is saddled with a specific mandate to implement government policy and programme as they relate to development and promotion of the solid minerals sector. It operates under a broad policy environment aimed at creating favourable ambiance for the sustenance of the sub-sector through revitalization, reinvigoration, expansion and growth of the economy.

3.  KEY FUNCTIONS AND RESPONSIBILITIES

KEY FUNCTIONS

  • Develop strategies for minerals exploration, exploitation and sustainable management of solid minerals resources in Kano State;
  • Creating enabling environment to promote investment that will drive economic growth and development;
  • Ensure compliance with relevant regulations governing the Industry;
  • Facilitate and regulate community engagement and benefit-sharing in mining activities,
  • Develop and Promote environmental sustainability plan in solid minerals exploration and exploitation
  • Initiating economic development premise to meet the aspiration of the state government diversification policy and Public Private Partnership (PPP) models for sustainable economic growth;
  • Synergizing with other Federal and States governmental and nongovernmental agencies for the development of the sub-sector.

RESPONSIBILITIES

  • Exploration activities (provision of Geoscientific data from surveys, mapping, assessment, reserve estimation and planning);
  • Exploitation activities (creating enabling environment for formal mining, investment promotion and facilitation of PPP models for value addition and downstream processing);
  • Environmental impact assessment, climate analysis and improvement;
  • Community relations and social responsibilities;
  • Develop and implement sustainable environment plan for mining locations
  • Proper planning for mine closure and reclamation;
  • Research on processing and beneficiation, technological innovation, capacity building and collaboration with research institutes.
  • Promotion and marketing of Geoscientific data
  • Participating in the national and sub-national programs for development and promotion  of solid mineral activities;
  • Co-operating with national and international donor agencies and participating in bilateral and multi-lateral development activities; and
  • Regulating and monitoring of programmes and activities relating to the solid minerals sector
  1. STRATEGIC FRAMEWORK, OUTCOMES AND PROJECTS/PROGRAMS

(A)  A FRAMEWORK OF FOUR STRATEGIC OBJECTIVES:

  • Acquisition of geoscientific data on potentialities, licenses holders and value chain actors:
  • Maximising economic growth through facilitation of direct investment by establishment of Kano Mining Development Company as a Special Purpose Vehicle (SPV) and collaboration with private partners;
  • Maximising human development through value addition for employment opportunities and arresting urban drift;
  • Maximising the economic contribution of solid minerals and renewable energy by creation of micro, small and medium industries for processing of solid minerals base raw materials for uptake by local industries;

(B)THE KEY STRATEGIC OUTCOMES

  • Build a new approach to promote noticeable social and economic outcomes through implementation of Community Development Projects (CDP) as agreed in each Community Development Agreement (CDA).
  • Create a competitive, innovative and diversified solid minerals and renewable energy sector that will contribute significantly in terms of income, revenue, employment generation and poverty alleviation.
  • Identify innovative ways to spearhead investment promotion;
  • Identify an appropriate funding model for solid minerals base SMEs Development;
  • Strategic alignment with private sector stakeholders and alliance partners for a workable PPP models.

(c) KEY BARRIERS OUTSIDE OUR CONTROL

  • Artisanal and Informal mining activities that dominate the sector;
  • Lending and Financial issues, such as high interest rates, exchange rate, tariffs and lack of working capital and short term financing
  • Illegal mining, Smuggling, dumping and counterfeiting;
  • Government compliance with World Trade Organization (WTO) treaties/provisions; and
  • Lack of adequate geoscientific survey and mapping tools, equipment and mineral analysis facilities.

(D) PROPOSED KEY PROGRAMMES

  1. Creating enabling environment for sustainable economic growth through Special Purpose Vehicles (SPV’s) for the following projects:
    • One-Stop-Shop for local and foreign direct investment on mining and beneficiation projects
    • Provision of Mining infrastructures, equipment for leasing and mineral analysis services
    • Solid Mineral Commodity Markets
    • Entrepreneurship and Empowerment Programs
    • Business Enlightenment through Media, Workshop , Conferences etc
  1. Establishment of Solid Mineral Micro Financing Institutions (Banks),
  1. Economic Minerals and renewable energy Development Clusters

  1. Investment Promotion Programmes for inflow of investment through Advocacy, Trade Mission, National and international Trade Fairs/Exhibition, Investment Climate Programmes and Rural industrialization initiatives  
  2. Establishment of Solid Mineral base cottage Industries/Enterprises to facilitate value addition initiatives under Public Private Partnership (PPP) that will focus but not limited to:
    1. Solid Mineral Commodity Markets
    2. Lapidary and Jewellery cottage industries
    3. Ultra-modern pottery, chalk, granite marble and Ceramic processing Cottage Industries
    4. Standard Mineral Analysis Laboratory
  3. Social Inclusion, Mainstreaming informal sector and Gender participation into specific empowerment programs whose focus will address special needs of poor segment of the society through various pro poor projects aimed at providing means of livelihood.
  4. Social Corporate Responsibilities projects to reinvigorate the involvement of mining and processing companies into the mainstream for rural development.
  5. Tab avenues with revenue potentials which includes;
    1. Determining the percentage subversion from the 13% derivation fund
